III. A. We are not occuping that block and it is possible to have a train moving on an approach signal preparing to stop at the crossover signal.

V. C. Remember, from where we were sitting, we entered that block with NO governing signal. And we have to maintain restricted speed until our lead trucks pass the next more favorable signal.
